- Start by slicing the beef sirloin or flank steak into thin strips against the grain, aiming for slices around 1/4 inch thick.
- In a mixing bowl, combine cornstarch, all-purpose flour, baking powder, salt, and pepper. Whisk until well blended. Add one beaten egg and enough water to form a smooth batter.
- Heat about 1–2 inches of vegetable oil in a deep frying pan over medium-high heat. Once hot, dip each beef strip into the batter and fry in batches for 3–4 minutes until golden brown and crispy. Drain on paper towels.
- In a wok, heat a tablespoon of sesame oil over medium heat. Add minced garlic, minced ginger, diced onion, and bell pepper. Sauté for about 2 minutes until fragrant.
- Add soy sauce, rice vinegar, hoisin sauce, chili sauce, and sugar to the vegetables. Mix well and let simmer for another 2 minutes.
- Toss the fried beef strips into the sauce and stir-fry for an additional 2–3 minutes over medium heat until evenly coated.
