Method
 

Preparation
  1. Preheat the oven to 350°F (175°C) and prepare two 8-inch cake pans.
  2. In a medium bowl, whisk together the dry ingredients: flour, baking powder, and salt.
  3. In a large bowl, beat butter and sugar until fluffy, then mix in eggs, oil, vanilla, and milk.
  4. Gradually add dry ingredients to wet ingredients, mixing gently, then fold in flour-coated chocolate chips.
  5. Divide batter into pans and bake for 32-35 minutes until a toothpick comes out clean. Cool for 10 minutes.
  6. For buttercream, beat butter until smooth, gradually add powdered sugar, and enough heavy cream until creamy.
