Method
 

Step-by-Step Instructions
  1. In a mixing bowl, combine cornstarch and all-purpose flour for the coating. Coat chicken pieces evenly and set aside.
  2. Heat oil in a deep pan to 350°F (175°C). Use a thermometer to check the temperature.
  3. Fry the chicken in small batches for 4-5 minutes until golden brown. Drain on paper towels.
  4. In a skillet, heat a small amount of oil, then add garlic and chilies, cooking until fragrant.
  5. Add fried chicken to the skillet, season with salt, white pepper, and sugar, and toss to coat.
  6. Transfer chicken to a serving platter and garnish with chopped green onions. Serve hot.
