- In a large skillet, heat over medium-high heat and add the lean ground beef. Cook for about 5-7 minutes, breaking it apart with a spatula, until browned and fully cooked. Stir in the soy sauce and hoisin sauce, mixing well until the beef is evenly coated and the sauces have thickened slightly. Remove from heat and set aside to cool.
- Once the beef mixture has cooled a bit, fold in the shredded carrots and chopped bell peppers. Return the skillet to low heat for about 2-3 minutes, just enough to warm the vegetables while keeping their vibrant crunch.
- In a shallow dish, warm some water until it's comfortably warm but not boiling. Take one rice paper wrapper and dip it into the water for about 10-15 seconds, or until it becomes pliable. Carefully remove it and let it lay flat on a clean surface.
- Place a few fresh basil leaves at the center of the softened rice paper wrapper. Spoon a generous amount of the beef and vegetable mixture on top of the basil. Gently lift the bottom of the wrapper over the filling, tuck in the sides, and tightly roll it up to form a neat roll.
- Arrange your freshly made Thai Basil Beef Rolls on a serving platter. Serve immediately with your favorite dipping sauces, like Peanut Sauce or Sweet Chili Sauce.
